The tower which was built on one of the four big bastions of the Edirne Fortress that was near the Üç Şerefeli Mosque, named the Macedonian Tower, Fire Tower, Clock Tower and Civil Time, was built in wooden structure by Governor Hacı İzzet Pasha in 1884.

The construction expenses were covered by the municipality budget. The top of the tower was surrounded by grab rails and it had four floors, each one of which was smaller than the lower one.

Each floor had windows and the top floor had clock dials in each direction. The clock that was ordered from France, was mounted after two years of time. The Clock Tower, having been destroyed by the fire, was rebuilt in bricks and stone, this time.

The height of the tower was 48 meters with an octagonal plan. The tower was designed by Avadis Efendi, the Engineer of Edirne Municipality. The construction of the tower started in 1887 and the structure was completed in 1893.
